Solano ALUC Consolidated Oversight Board Meets This Week

Upcoming Meetings and Key Agenda Items
The Solano Consolidated Oversight Board will hold its meeting at 9 a.m. on January 8, followed by the Solano County Airport Land Use Commission (ALUC) meeting that same evening at 6 p.m. Both meetings will take place in the Board of Supervisors Chambers at the Solano County Government Center.
Reviewing Financial Obligations
As part of its regular calendar, the Consolidated Oversight Board will begin by reviewing the Recognized Obligation Payment Schedule (ROPS) and Administrative Budget for the Successor Agency to the Former Redevelopment Agencies of the Cities of Fairfield, Vacaville, Suisun City, and Vallejo. The agenda outlines enforceable obligations for the upcoming year, which are expected to total slightly more than $3 million in Fairfield, $4.9 million in Suisun City, $5.9 million in Vacaville, and $1.1 million in Vallejo.
A resolution included in the agenda states:
“Staff of the Successor Agency, and staff of the Oversight Board to the extent necessary, are directed to take all necessary and proper actions to effectuate this resolution, including but not limited to participating in any meet and confer reviews or information requests by the DOF and/or County Auditor-Controller.”
In addition to the financial review, the board will also elect a Chair and Vice Chair for the upcoming year.
Airport Land Use Commission Considerations
The Airport Land Use Commission will consider an application from the city of Vacaville to update its General Plan Land Use Designation and Zoning from Residential High Density to Residential Medium Density for a 9.9-acre residential project called Harvest Ridge. This project is located in Compatibility Zone D of the Travis Air Force Base (TAFB) Land Use Compatibility Plan (LUCP) and is conditionally consistent with the LUCP. The property is situated at the northwest corner of the intersection of Leisure Town Road and Redstone Parkway.
Following an informal presentation from staff on an application to amend the city of Rio Vista’s General Plan and Zoning to establish a mixed-use development called Brann Ranch, the ALUC will then evaluate whether the city of Vacaville’s Battery Energy Storage System (BESS) Ordinance complies with its regulations. Staff has recommended that the ALUC approve the ordinance under the state aeronautics act.
A draft resolution states:
“After due consideration and based upon the administrative record, the Commission does find and determine that the project is consistent with the Travis AFB and Nut Tree Land Use Compatibility Plans.”
Battery Energy Storage Systems Regulations
Both the city of Vacaville and Solano County have drafted ordinances in 2025 that would allow, in part, but also restrict the construction of Battery Energy Storage Systems in Solano County. The county adopted its BESS ordinance in 2025, and the city of Vacaville will continue discussions on its own ordinance early this year.
Companies proposing BESS facilities surrounding the Vaca-Dixon Substation may face significant limitations due to these regulations. As a result, some companies might seek permitting through the California Energy Commission’s alternate permitting pathway established under AB 205, which does not require local approval.
