Lombardo Unveils 2025 Administration Achievements

RENO, Nev. (KOLO) - The administration of Governor Joe Lombardo has outlined its major achievements in 2025, focusing on expanding access to affordable housing, healthcare, and support services for Nevada residents.

“Over the past year, we delivered real results for Nevadans – expanding attainable housing, strengthening public safety, improving access to affordable health care, restoring accountability in our schools, and building a stronger, more diverse economy,” said Governor Joe Lombardo. “We cut red tape, stood firm against policies that would make our communities less safe or more expensive, and put students, families, and working Nevadans first.”

Lombardo emphasized that there is still much work to be done.

“2025 proved that when we focus on policies instead of politics, Nevadans win,” Lombardo said. “As we enter the new year, my administration will continue fighting to keep our communities safer, stronger, and more affordable, so every Nevada family has the opportunity to thrive.”

Here are some of the key accomplishments of the administration:

Expanded Attainable Housing Access

• Presented and signed the Nevada Housing Access and Attainability Act, which cuts bureaucratic barriers and accelerates attainable housing development. With an allocation of $183 million, this initiative aims to catalyze the development of more than $1 billion in affordable and attainable housing options.
• Led the Nevada Housing Division to authorize more than $1 billion in bonding authority to develop and preserve upward of 5,500 rental homes and an additional $900 million in bonding authority to support over 3,300 new Nevada homeowners.
• Secured more than 6,500 new affordable rental homes in the Nevada Housing Division pipeline, which will increase affordable inventory by more than 15% and help ease the housing supply shortage in Nevada over the next 2 to 5 years.
• Streamlined contractor licensing to boost rural housing development.
• Initiated and coordinated with local governments and industry to pursue the release of federal land to increase attainable housing and further economic development in Nevada.
• Signed a historic data sharing agreement with the Bureau of Land Management Nevada to identify potential federal land for release.

Expanded Affordable Healthcare and State Support Services

• Created the Nevada Health Authority to ensure access to affordable, reliable health care by leveraging the state’s buying power, streamlining programs and services, and driving better quality and more innovation in the health care system.
• Secured $180 million for the Nevada Health Authority for the first year of the new federal Rural Health Transformation Program from the Centers for Medicare and Medicaid Services through the One Big Beautiful Bill Act.
• Signed essential healthcare legislation in the 2025 Special Session, which established the Statewide Health Care Access and Recruitment Program, created a statewide needs assessment, and funded grants to expand Nevada’s clinical workforce and address provider shortages.
• Allocated nearly $40 million to provide state support for families disrupted by the federal shutdown; secured emergency funding to keep the Women, Infants, and Children program running during the shutdown; established the Silver State General Assistance Program to assist Nevadans in need in case federal aid is disrupted in the future.
• Strengthened Graduate Medical Education programs with $4.5 million through legislation that expands grant applicability to allow programs to build administrative and operational capacity. It also establishes criteria for prioritizing grant awards, and leverages federal Medicaid funds to support residency training and postdoctoral fellowship programs.
• Released the new unemployment insurance state system through the Nevada Department of Employment, Training and Rehabilitation, which streamlines the process for claimants and employers with a mobile-first approach.

Implemented Historic Education Reforms and School Choice Initiatives

• Saw significant progress in key academic benchmarks following Lombardo’s historic education investment.
• Delivered the most sweeping education accountability reforms in Nevada history by establishing a statewide system to identify, intervene in, and fix chronically underperforming schools and districts. For the first time, districts and charter sponsors receive annual performance ratings, with clear consequences for persistent failure — including state intervention, leadership changes, and operational oversight when students are being left behind.
• Created a new Public Education Oversight Board through Senate Bill 460 with authority to step in when school boards ignore state law or allow systemic failure.
• Implemented historic school choice measures that give parents options, which include open enrollment across district lines, priority access for students in one- and two-star schools, expanded charter school capacity in low-performing districts, and a $7 million investment in transportation to remove barriers that prevented families from accessing better schools.
• Created the Education Service Center through SB460 (2025) to provide specialized support, resources, and services to school districts.
• Invested $6.5 million in the Up Next Nevada Initiative, which provides leadership training within after-school and childcare centers with the goal of growing a professional youth development workforce to ensure childcare centers and school-age clubhouses operate at capacity.

Strengthened Public Safety

• Introduced and signed the Safe Streets and Neighborhoods Act, the strongest public safety reform package Nevada has delivered in a generation.
• Updated and strengthened statutes for assault, battery, stalking, domestic violence, and child pornography.
• Modernized DUI, pretrial release, record sealing, and opioid use disorder treatment provisions.
• Strengthened juvenile justice processes and established new unlawful acts for theft and property damage.
• Signed new school zone safety laws.
• Authorized a memorandum of understanding with the U.S. Department of Justice affirming Nevada’s compliance with federal immigration enforcement.
• Rebuked the attorney general’s proposed pro-sanctuary state Model Immigration Policies, and directed affected state agencies to enforce applicable federal law.
• Authorized the employment of a small contingent of Nevada National Guardsmen and women to respond to a federal request for assistance from the U.S. Department of Homeland Security.
• Led Nevada’s response to a major cyberattack and recovered successfully impacted data with no ransom paid. After the attack, created the centralized statewide Security Operations Center, established a Cybersecurity Talent Pipeline Program, and strengthened protections for state and local government systems in the 2025 Special Legislative Session.
• Established the Fuel Resiliency Subcommittee within the Nevada Commission on Homeland Security to protect Nevada’s access to a reliable and affordable fuel supply.
• Established a statewide Antisemitism Working Group to proactively protect Nevada’s Jewish community and strengthen coordination with law enforcement.
• Vetoed a record-breaking 87 bills to protect Nevadans from policies that would have made communities less safe or imposed costly mandates on businesses.

Modernized State Government

• Purchased rather than leased state office buildings, which creates an annual savings of more than $10 million per year. In addition, it saved Nevada taxpayers more than $950 million by purchasing existing buildings rather than building state offices.
• Reduced state workforce vacancy rates through increased wages, streamlined hiring processes, and better office environments.
• Replaced the state’s 25-year-old antiquated human resource and financial system with CORE.NV, an integrated solution for the state’s Financial and Human Resource Management systems.
• Rolled out eFlex, the Department of Administration’s Hearings and Appeals Division e-filing system to further efficiencies within the division and for stakeholders.
• Released the Department of Taxation’s new e-filing system for tax returns and payments, which reduced the filing burden on taxpayers and saved the state mailing and lockbox costs. MYNT (My Nevada Tax) lets customers pay and file returns for Sales and Use Tax, Liquor Tax, Tobacco Tax, Modified Business Tax, and Commerce Tax.

Built a Stronger, More Diverse Economy

• Hosted the 2nd Annual Governor’s Lithium Summit, which brought together industry leaders, government officials, researchers, and entrepreneurs to discuss the future of critical minerals and advanced energy in Nevada.
• Announced the delivery of reliable high-speed internet to nearly 50,000 unserved and underserved homes, businesses, and community institutions through $375 million of Nevada’s Broadband Equity, Access, and Deployment funding.
• Expanded Nevada’s Inland Port Authority, authorizing the creation of tax increment areas within inland ports or industrial parks to finance projects through bond issuances backed by incremental tax revenues; expanded Career and Technical Education requirements to help support teaching pathways, dual-credit programs, and work-based learning experiences.
• Approved incentives with the Governor’s Office of Economic Development Board for 48 companies since January 2023. In the next 5 years, these companies are projected to:
• Pay $512 million in annual wages
• Bring in $6 billion in capital investment
• Over the abatement period, these companies will generate more than $1.69 billion in net new tax revenues for Nevada.
• Generated $5 billion of unprecedented private investment in Nevada since 2023.
• Created more than 10,000 new jobs since taking office.
• Reduced the tax burden on businesses and lowered the Modified Business Tax rate by 15%.
• Lowered the standard contribution unemployment insurance tax rate from 1.65% to 1.45%, which helps businesses by reducing what they must pay.
• Vetoed tax increases in 2023 and 2025 Nevada Legislative Sessions.
• Cut or streamlined more than 900 burdensome state regulations over the last two years.
